Stapleford Town Deal: What Is Proposed And What Is Delivered
The position on 20 October 2026 across six projects, from established library courses and an operating Pavilion to construction targets and town centre consultation.
Published

Stapleford’s Town Deal has delivered library learning facilities, business grants and an operating Community Pavilion. Other parts remain under construction or in consultation. As of 20 October 2026, the distinction matters most at Pencil Works, where an expected building handover in early November is a construction milestone rather than a confirmed public opening.[1][2][3][4]
The Stapleford Town Fund Executive Board recorded progress on 9 October 2026. Broxtowe Borough Council’s subsequent Pavilion report, published on 19 October, confirms a first year of operation. Together with the individual project records, these establish different stages of delivery across the programme’s six strands.[1][2][5]

Pencil Works Still Has Separate Construction And Opening Milestones
Pencil Works is the planned enterprise hub on Victoria Street. Its project page describes makers’ space, retail units, flexible offices, public toilets, disabled parking and bicycle storage. The projected 50 jobs and 1,000 square metres of retail, leisure and office space are development expectations. They cannot be counted as occupied space or jobs already created.[5][6]
On 9 October, the board heard that final external works, snagging and landscaping were underway, with hot weather having delayed progress. Building handover was expected in early November. Separately, interviews and dialogue in the operator selection process were expected to finish at the end of November.[1]
For a prospective tenant, those are different stages: finishing the building, selecting its operator and arranging occupation. The minutes also record that public toilets would not open at the same time as Pencil Works. No public opening date follows automatically from the handover target.[1]
Parking needs the same care. The board agreed that Victoria Street car park should remain public rather than become privately managed through the development. That decision records its intended management, while the discussion still identified further car park works. It does not establish an opening date.[1]
The Pavilion Is Operating While Snagging Continues
The council’s 19 October report describes a year of activity at Stapleford Community Pavilion, run by Liberty Leisure. It reports more than 10,000 football spectators, over 300 matches and 11,000 padel sessions during the preceding 12 months. These measure different activities and should not be added together as a total number of individual users.[2]
Those figures are the council’s account of use, rather than an independent evaluation of the Pavilion’s impact. They also sit alongside the 9 October board record of outstanding snagging on the Pavilion and pitch. A facility can be operating while defects still require attention.[1][2]
Library Courses And Recovery Grants Were Delivered Earlier
The library learning provision has a clear operational milestone: courses started in September 2023. The direct project page describes investment in entry-level skills education and training within the existing library, particularly for residents with little or no formal qualifications.[3]
The council’s programme overview dates completion of the education centre upgrade to May 2023 and façade improvements to spring 2024. Those building dates describe separate work from the September start of courses.[5]
The Town Centre Recovery Grant Scheme is also a completed strand. Its project record says it closed on 31 January 2023 after supporting 74 businesses. A dozen projects received extensions and were completed by 30 September 2023. Businesses reading about those awards should treat them as past investment, rather than an invitation to apply.[4]
Crossings, Paths And Memorial Square Have Different Timetables
Within Active Travel, the Albany School crossing was recorded as completed on 9 October, with drainage snagging remaining. Path improvements at Pastures Road Recreation Ground were nearing completion. Neither statement establishes that the whole Active Travel strand was finished.[1]
At Walter Parker VC Memorial Square, the board was still discussing public consultation and design options. Questions included access ramps, memorials and benches, a tree pit, a flagpole and possible bus stop changes. These were design considerations, with further feedback being sought.[1]
For residents following the next announcements, the useful milestones are a completion update for Pastures Road, a settled Memorial Square design and specific occupation and public opening arrangements for Pencil Works. Anyone planning a visit to the enterprise hub should check for an opening announcement before treating November’s handover target as a date to attend.[1]
